City Manager’s Report: Landslide stabilized, owner coordinating with city

On the morning of March 16, the City of Normandy Park was notified that there had been significant slope movement and erosion of the road at 10th Place SW (map below). The slope is continuing to move, and with heavy rain in the forecast for the next couple of days, there is the potential for further damage to the road and utilities in the area and to property.

The slope is entirely on private property and the road is a private one.

Consequently, the city is not in a position to stabilize the slope or fix the road. The city has consulted with the Burien/Normandy Park Fire Department, the Normandy Park Building Official, Puget Sound Energy and Highline Water District about the situation and will coordinate with property owners.

Burglary suspect charged
At approximately 10 p.m. on Feb, 28, an alert citizen reported a driver suspected of being DUI. A Normandy Park officer responded and located the vehicle several blocks from its last reported location.

The driver was subsequently arrested for DUI. From items visible in the vehicle, as well as admissions by the driver, the officer began to suspect that the driver was involved in committing burglaries.

A search warrant for the vehicle located several items believed to be stolen and the subsequent investigation ultimately linked the driver to five burglaries between Bellingham and Tacoma, including two in Normandy Park. Working with the King County Prosecutor’s Office, charges have been filed in at least one case with additional charges likely. Several items have been returned to the rightful owners and all victims have been notified.

Normandy Road Improvements
The City of Normandy Park will be constructing sidewalk improvements on Normandy Road tentatively beginning March 23, 2017. A segment of Normandy Road will be closed during construction, west of First Avenue South and east of Third Avenue SW.

The road closure is expected to be in effect beginning Monday morning, March 27. Local access and emergency access through the road closure area will be allowed. A detour route will be signed for through traffic. See the PDF doc of the figure showing the detour route.

This road closure may be in effect until approximately June 1, 2017, subject to construction progress.

Manhattan Village Rezones
At its February meeting, the Planning Commission began work on rezones within the Manhattan Village Subarea.

The objective of rezoning is to provide additional opportunities for retail and commercial development in this area by creating consistency between policies and development regulations, which have not been reconciled since the adoption of the Manhattan Village Subarea Plan.

As part of this work the Commission will hold required public hearings and will participate in additional community outreach activities. At the end of last week, the City issued a Request for Qualifications for consultant assistance with community outreach materials, meetings, and open houses that the Planning Commission will conduct prior to the formal Planning Commission public hearings.
