Normandy Park City Manager’s Report for week ending Aug. 15, 2025

City Council Meeting Roundup

On Tuesday, August 12, the City Council held its regular monthly meeting. Here’s a summary of key actions and discussions from that meeting to keep you informed.

Interlocal Agreement with Enumclaw City Jail – The Council approved an agreement with the Enumclaw City Jail as a cost-effective alternative to some of our current local jail contracts. Under this agreement, the daily cost will be $140 per inmate, effective through December 31, 2026.

Resolution No. 1022: City Employee Wellness Fund – Since 2009, the City has supported the Employee Wellness Program. Renewing this support helps maintain our WellCity Award from the Association of Washington Cities, which provides a 2% discount on employee medical premiums.

Stormwater Planning Contract – The Council approved a contract with Haley & Aldrich, Inc. for stormwater planning services, funded through the Salmon Recovery Local Planning Grant. The contract is not to exceed $18,000.

Abatement and Demolition: 17522 13th Ave SW – The City recently purchased this property for a future culvert replacement project and eventual neighborhood park. Fully grant-funded at $109,979.60, the work will restore the property to open space, as required by the grant.

Transportation Improvement Board Grant Applications – The Council authorized staff to apply for funding for:

  • Intersection improvements at 4th Ave SW & Normandy Road
  • Sidewalk and parking improvements along 2nd Ave SW between Wilson and Walker Parks
  • Pavement overlay of Normandy Drive SW from 1st Ave SW to Marine View Drive 

Ordinance No. 1078: Business License Threshold Update – To align with new state requirements effective January 1, the annual revenue threshold for businesses located outside city limits—before a license is required—will increase from $2,000 to $4,000. The second reading of this ordinance has been scheduled for the September 9th City Council meeting.

Ordinance No. 1079: Utility Right-of-Way Regulations – This ordinance strengthens enforcement tools for holding utility providers accountable for timely restoration. Utilities can now be formally notified when maintenance standards are not met and fined if not corrected in a timely manner.

Ordinance No. 1080: Motorized Scooters and Bikes – The Council adopted new safety regulations and expanded age limits for minors operating motorized scooters and bikes. This topic will be reviewed with residents at the September 24th Town Hall.

City Hall Building Evaluation – A recent engineering report reviewed the condition of our 65+ year-old City Hall, which has served in its current role since the late 1980s. The study concluded the building can continue to meet City needs for several more years, with some recommended improvements. The City Council will consider what improvements should be implemented at its September Study Session.
