New Rules for Motorized Scooters & Electric Bikes
At its August 12th meeting, the City Council adopted an ordinance to expand regulations for youth who ride motorized scooters and electric bicycles. Over the summer, we received several community concerns about unsafe riding behaviors. You might be surprised to learn that, under State law, anyone under 16 isn’t allowed to ride these vehicles on City streets or sidewalks—unless the City has passed its own rules to allow it. So, the City Council decided to take action. In addition to expanding the age limits, our new ordinance adds safety measures to help protect riders, pedestrians, and drivers alike.
Here’s what the ordinance requires:
- Helmets – Riders under 16 must wear them properly.
- Lights – Required when riding after dark.
- One rider per vehicle – No doubling up.
- Adult supervision – Required for riders under 12.
- Follow the rules of the road when riding in the street.
- Riding in the street – Ride on the far right side in the correct lane of travel.
- Yield to pedestrians when on sidewalks, and to vehicles entering or exiting driveways or parking lots.
- Ride safely – Officers can stop unsafe riding at their discretion.
- Speed limit restrictions – If you are under 16, you can only ride where the posted speed limit is 25 MPH or less.
Violations may result in the scooter or e-bike being confiscated and returned only to a parent or guardian.
To help everyone understand the new rules, the Police Department will be launching an education campaign, including classes and possibly training sessions for riders and parents.
