Improving Cell Service in Normandy Park: City Council and Planning Commission to Review the Relevant Code

On Tuesday, October 28th at 7:00 p.m., the Normandy Park City Council and Planning Commission will hold a joint study session to discuss the City’s telecommunications regulations. The purpose of this discussion is to modernize the City Code to make it easier for wireless providers to install equipment that can improve cell phone coverage and reliability throughout Normandy Park.

Why Is Cell Service a Problem in Normandy Park?

Many residents have expressed frustration with the quality of our cell service. After speaking with multiple service providers, staff have received the message that Normandy Park’s topography and dense tree canopy are the primary obstacles to obtaining a strong cellular signal in many areas of the City. Therefore, the most effective way to improve service is to allow providers to install additional infrastructure that can overcome these physical barriers.

What Is the City Doing to Address This?

The City has been actively trying to engage with the major wireless providers to encourage investment in our community. The next step staff is recommending is for the City to update its telecommunications code. The proposed changes would:

  • Clarify and streamline permitting requirements
  • Maintain appropriate aesthetic and safety standards
  • Create a more predictable process for companies to install equipment, such as small cell antennas and related facilities

These updates are intended to make Normandy Park a more viable location for infrastructure investment while still protecting the character of our community.

Will the Code Update Automatically Improve Cell Service?

Not immediately. Updating the code does not, in itself, add new equipment. But it removes barriers that may have discouraged providers from expanding their networks in our city. By creating a more transparent, business-friendly regulatory framework, the City hopes to attract the infrastructure improvements needed to deliver better service to residents and visitors.

How Can Residents Get Involved?

This meeting is a Study Session, which means no public comment will be taken at this stage. However, it is an important opportunity to learn about the proposed code changes and understand how they could influence future infrastructure investments. If the City Council moves the changes forward, there will be future meetings where residents can provide input and share feedback.
